A setting unit 3 sets a sound stimulus for promoting blood flow. A sound generating unit 4 generates the set sound stimulus. The setting unit 3 sets the sound stimulus to have a volume level at least equal to 65 decibels, and a frequency with a value of between 5 and 250 Hertz. The sound generating unit 4 may generate a sound stimulus having a continuous sound, or may generate a sound stimulus having an intermittent pattern in which sound stimulus output periods and periods in which the sound stimulus is not output are repeated alternately.
