The splittable elastomeric drug delivery device includes a balloon disposed on the catheter. The balloon includes a first elastic layer and a second elastic layer. A therapeutic agent layer is disposed on at least a portion of the first elastic layer, and the second elastic layer is disposed on the first elastic layer and the therapeutic agent layer.
