The present invention relates to a nano gel-type emulsion having a cell membrane-similar structure using self-assembled gel properties, and a cosmetic composition using the same. According to the present invention, to ensure stability of a multilayer nano emulsion made of phospholipid and having a cell membrane-similar structure, a polyglyceryl-based emulsifier having self-assembled gel properties, a polymer emulsifier which may be hydrocoated, and an anionic emulsifier for imparting an electrostatic repulsive force are simultaneously used. Accordingly, stable viscosity is ensured even without using a viscosity increasing agent, and a structure similar to a cell membrane is ensured through the combination of the nano gel-type emulsion with lipid for constituting the skin. Also, active ingredients are concentrated and stabilized to have a size of 50 to 300 nm. The nano gel-type emulsion has transparent gel-type outer appearance, and has a peculiar using texture which changes into oil from moisture gel when being coated on the skin. At the same time, transepidermal absorption of active ingredients is promoted.
