In a base station (30), a network IF (33) acquires a scheduled communication timing for a terminal (50) in a cell (C10), and a first scheduling index for the terminal (50). A scheduling unit (34) then determines whether the terminal (50) is permitted to communicate at the scheduled communication timing in the cell (C30), based on the scheduling index for the terminal (50), and a second scheduling index for another terminal located in the cell (C30).
