To provide a powder extracting device which can use powder weighed outside the device and which provides a simple control on the discharging of the powder.SOLUTION: A powder weighing and packaging device 1 includes a powder supply mechanism 15, a discharging unit 22, and a packaging unit 23. The powder supply mechanism 15 supplies the powder in a powder container 14 to an intermediate container 101 in order to weigh the powder in the powder container 14 into the intermediate container 101. The discharging unit 22 has a container mounting portion 22a to which the intermediate container 101 can be mounted, and to which an external weighing container 103 for storing supplied powder without using the powder supply mechanism 15 can be mounted. The discharging unit 22 performs a discharge operation for discharging all powder stored in the intermediate container 101 or the external weighing container 103 that are mounted to the container mounting portion 22a to a distribution unit 24.
