The present invention relates to a fast-fermentation type organic material fermentation apparatus and an organic material fermentation method using the same. The fermentation apparatus makes feed or fast-type compost and comprises: a housing main body; a waste insertion device which inserts organic waste into the housing main body; a small-type air blower which is installed in the housing main body and injects a small amount of air into the inside; partitions which are erected while pathways are formed on both lateral sides in a center in the housing main body; a pair of agitation devices which are installed in parallel on both lateral sides of the partitions in the housing main body, are rotated in opposite directions, and circulate and mix inserted organic waste with air; a feed discharge device which is connected to the housing main body and discharges feed or compost generated after fermentation of the organic waste; and a control unit which controls operation of the waste insertion device and so on. The fast-fermentation type organic material fermentation apparatus continuously uses bacteria, located in the housing main body, as microorganisms for fermentation and, at the same time, continuously discharges organic waste, continuously inserted by the bacteria, as feed or compost. As an appropriate agitation condition is applied by inserting a small amount of air with organic waste, an optimal environment where high temperature microorganisms among intestinal microorganisms of livestock can be active is formed.
