The present invention relates to a promoter which induces the expression specific to plant seeds derived from Brassica napus. More specifically, the promoter of the present invention can induce over-expression of a gene involved in the fatty acid biosynthesis in plants, and the seed of the plant ransformed by a recombinant expression vector including the promoter shows more increased fatty acid contents.
