The outer cover comprises: a first cover body closely wrapping the hot pack device and having a first input unit formed on one side and through which the hot pack device is inputted and discharged a second cover body having a second input unit through which the hot pack device with the first cover pack and a mugwort pad is inputted and discharged an opening and closing means preventing the separation of the hot pack device inputted through the first input unit in the first cover body as well as the first cover body and the mugwort pad inputted through the second input unit in the second cover body a first opening unit and a second opening unit provided to allow a connection socket and a lamp to be exposed from the first cover body and the second cover body and allow the confirmation of power charge and how much the device is charged a cover disposed on an upper portion of the first opening unit and provided to be opened and closed to safely protect user&primes body from the connection socket in the hot pack device which is heated to a predetermined temperature and a mesh provided to be opposite with the second opening unit and allow fomentation effects of the hot pack device and the mugwort pad to be transmitted to the body.
