PROBLEM TO BE SOLVED: To monitor whether a driver has forgotten to monitor safety in the front during the execution of automatic driving control or not to more effectively prompt the driver to monitor safety in the front by driving training.SOLUTION: A driving management system includes a vehicle-side device and an outside device 103. The vehicle-side device is equipped in a vehicle including an automatic driving device 1 for automatically performing at least a part of driving operations and includes: driving state detection means 24 which detects a driving state of a driver of the vehicle front monitoring determination means 33 which determines whether the driver is monitoring the front or not in accordance with the driving state of the driver detected by the driving state detection means 24 and monitoring prompt control means 34 which, if the driver does not monitor the front during the operation of the automatic driving device 1, prompts the driver to monitor the front and transmits information showing that the driver is not monitoring the front.
