The present invention discloses an LED lighting control device having a lighting and sterilizing function according to a human body or organism detecting function, and a method thereof. The LED lighting control device is connected with an LED dedicated converter in which a wireless communication unit is mounted or connected in a separated form. Here, the wireless communication unit receives a remote LED ON/OFF control signal, a lighting control signal, and a dimming PWM signal using the PWM signal through wireless communication such as BLE, Wi-Fi, Z-Wave, and Zigbee with a smartphone. In addition, the LED lighting control device can detect heat or motions of a human body or an organism by using one or more sensors among a microwave (M/V) sensor, an IR sensor, a PIR sensor, an ultrasonic sensor, and a proximity sensor after supplying DC power, can provide an ultraviolet sterilization function using a UV LED when a human body or an organism are is not detected, and can be used as an LED for lighting when a human body or an organism are is detected.인체 또는 생물체 감지 기능에 따라 조명 및 살균 기능을 갖는 LED 조명 제어 장치 및 방법이 개시된다. 상기 LED 조명 제어 장치는 스마트폰과 BLE, Wi-Fi, Z-Wave, Zigbee와 같은 무선통신을 통해 원격 LED ON/OFF 제어, 조명 제어 신호, PWM 신호를 사용하는 디밍 제어 신호를 전송받는 무선 통신부가 탑재 또는 분리된 형태로 연결된 LED 전용 컨버터와 연결된 LED 조명제어 장치에서 DC 전원 공급후에 마이크로웨이브(M/W) 센서, IR 센서, PIR 센서, 초음파센서, 근접 센서 중 하나 이상의 센서를 사용하여 인체 및 생물체의 열감지 또는 동작을 감지하며, 인체 또는 생물체가 감지되지 않을 때 UV LED를 이용한 자외선 살균 기능을 하고, 인체 또는 생물체가 감지되었을 때 조명용 LED로 사용된다.
