The present invention generally relates to a non-addictive anesthetic analgesic sustained-release drug delivery system, and encompasses formulation and preparation processes, dosage forms and use thereof. The drug delivery system according to the present invention is formulated with: (1) an anesthetic analgesic drug as an active compound having a concentration of 1 mg/ml-160 mg/ml, the drug including: a local anesthetic, such as ropivacaine free base, bupivacaine free base, and salts thereof, and a combination of a local anesthetic and a nonsteroidal analgesic and/or an opioid analgesic; (2) a menstruum in a proportion of 1%-75% (v/v), the menstruum including benzyl alcohol, ethanol, benzyl benzoate, ethyl lactate, and tetrahydrofurfuryl polyethylene glycol ether; and (3) a drug sustained-release agent in a proportion of 25%-99% (v/v), the sustained-release agent including natural vegetable oils such as soybean oil, castor oil, and sesame oil, synthetic fats such as ethyl oleate and medium chain oil, artificially modified semi-natural fats and derivatives thereof.
