The actuator is configured to emit electromagnetic waves for stimulation of genetically manipulated tissue. The stimulation device is configured for at least temporary implantation in a human or animal body. The controller is configured to control the stimulation of the tissue by use of the electromagnetic waves of the actuator. The stimulation device has a control unit that picks up data that characterizes the tissue activity and/or the success of a stimulation by a stimulation carried out through the electromagnetic actuator.
