PROBLEM TO BE SOLVED: To provide a water-oil double-layered cosmetic product in which the usage amount of a preparation containing a large amount of an aqueous component and the usage amount of a preparation containing a large amount of an oily component can be freely adjusted.SOLUTION: According to the present invention, there is provided a water-oil double-layered cosmetic product having all-in-one function. The product comprises a preparation A in which an aqueous solution is gelled and a preparation B in which an oil content is emulsified. The preparation A has a viscosity of 3000-20000 mPas at 60 rpm and a thixotropy of 5 or higher at 6/60 rpm. The preparation B has a viscosity of 2000-15000 mPas or higher at 60 rpm and a thixotropy of 3 or higher at 6/60 rpm.
