A method for manufacturing shell powder according to the present invention comprises an organic impurity removing step of manufacturing a shell product by removing organic components existing in pulverized shells; a porosis step of manufacturing porous pulverized shells by treating the shell product with acid; a stabilization step of obtaining stabilized porous pulverized shells by treating the porous pulverized shells with a base; and a heat treatment step of adjusting the distribution of the pores of the shell powder by heat-treating the stabilized porous pulverized shells. Activated shell powder with a porous surface structure can be manufactured from discarded shells according to the method for manufacturing shell powder to be used as materials for adsorbents, carriers, reactant, etc. on a construction site and can be used as a construction material for reducing non-point pollution.본 발명의 패각분의 제조방법은, 패각분쇄물에 존재하는 유기물 성분을 제거하여 패각가공물을 제조하는 유기불순물제거단계; 상기 패각가공물을 산으로 처리하여 다공화 패각분쇄물을 제조하는 다공화단계; 상기 다공화 패각분쇄물을 염기로 처리하여 안정화된 다공화 패각분쇄물을 얻는 안정화단계; 그리고 상기 안정화된 다공화 패각분쇄물을 열처리하여 패각분의 기공의 분포를 조절하는 열처리단계;를 포함한다. 상기 패각분의 제조방법은, 폐기되는 패각으로부터 다공성의 표면 구조를 가진 활성화된 패각분을 제조하여, 건설현장의 흡착제, 담체, 반응체 등의 소재로 활용될 수 있으며 비점오염을 저감하기 위한 건설소재로 이용할 수 있다.
