The present invention relates to a black box apparatus for toddlers and children, a safety management system using the same, and a method thereof. More specifically, the black box apparatus determines the health state of wearers including toddlers and children and whether a dangerous situation occurs around the wearers, transmits a notification message to a user terminal owned by a guardian, and enables the guardian to directly check the health state and the dangerous situation regarding the wearer. The black box apparatus includes: a measurement unit which measures the body temperature and pulse of a wearer who can be a toddler or child a motion sensing unit sensing a sudden motion change a voice collection unit collecting the voices from the surroundings a dangerous situation determination unit which determines the health state in accordance with the body temperature and pulse and determines the occurrence of a dangerous situation including accidents, abuse, and assault in accordance with the motion change and voices from the surroundings and a communication unit which transmits the occurrence of the dangerous situation and the health state of the wearer to the user terminal of a preset guardian.
