An improved stabilized biocidal delivery system has been found which increases the efficiency and effectiveness of introducing antimicrobial compounds into complex bio-film matrices through the use of liposome emulsion in an ethoxylated compound, thereby removing the bio-fouling in industrial water bearing systems, including piping, heat exchangers, condensers, filtration systems and fluid storage tanks.
