Disclosed is a soap composition containing a Cynoglossus semilaevis bark component which is excellent in moisturizing and is absorbed fast, while containing huge amounts of collagen contained in Cynoglossus semilaevis bark. Moreover, disclosed is a production method thereof. To this end, the soap composition containing the Cynoglossus semilaevis bark component contains 10-50 wt% of a Cynoglossus semilaevis bark extract with respect to the total composition, wherein the Cynoglossus semilaevis bark extract is obtained by the following steps: putting Cynoglossus semilaevis bark, cnidium, and Korean angelica root into alkali ionized water at the weight ratio of 2 : 1 : 1； heating the same for a specific amount of time； and inserting effective microorganism (EM) composite bacterial powder for fermentation.본 발명은 박대(Cynoglosus semilaevis) 껍질의 콜라겐 성분이 다량으로 함유되어 있을 뿐만 아니라 피부 흡수력이 빠르고 보습력이 우수한 박대 껍질 성분을 함유하는 비누 조성물 및 그 제조 방법을 개시한다.이를 위해, 본 발명에 따른 박대 껍질 성분을 함유하는 비누 조성물은 박대 껍질, 천궁, 및 당귀를 2 : 1 : 1 중량비로 알칼리 이온수에 넣고 소정 시간 동안 가열한 후 EM 복합균 분말을 투입하여 발효시켜 추출되는 박대 껍질 추출물을 전체 조성물에 대하여 10 ~ 50중량%로 함유한다.
