PROBLEM TO BE SOLVED: To provide an image combining device and method for optimizing a display style pf a trocar image in a composite image of an endoscopic image and a trocar image.SOLUTION: A composite image is generated by combining an endoscopic image 91 imaged by using an endoscope and a trocar images 92, 93 imaged by using a trocar with camera. A displacement detection part detects a displacement of a treatment tool 22 in the endoscopic image 91, and outputs displacement information to an image combining part.
