PROBLEM TO BE SOLVED: To provide a cold insulating arm bag which has the effect of systemically lowering the temperature of a human body, and does not hinder activity during outdoor work and sports.SOLUTION: The cold insulating arm bag has a cylindrical sleeve portion 10 having a length covering the forearm and the upper arm, has a cold insulation portion 20 formed on the side lying along the longitudinal direction in the sleeve portion 10 and which becomes the inside when the upper limb is bent. The cold insulation portion 20 has a water absorbing/retaining property. A cylindrical hand covering portion 15 capable of covering a hand may be integrally connected to the front end of the sleeve portion 10. After the cold insulating arm bag A is dipped into water and slightly wrung, it is put on the upper limb. Then, it can cool the artery and the veins running in an upper limb by the effect of vaporization heat. The artery and the veins running in the upper limb are long. Continuing to cool blood flowing therein makes sufficiently cooled blood circulate around the entire body and improves the effect of lowering the body temperature.
