PROBLEM TO BE SOLVED: To notify a portable terminal device that a sensor device detects a predetermined action of a monitored person in an abnormal state such as power interruption and system down of a server device.SOLUTION: A sensor device SU can communicate with a management server device SV by a first communication system and can communicate with a portable terminal device TA by a second communication system. The sensor device SU transmits detection information to the portable terminal device TA via the management server device SV when it detects a predetermined action of a monitored person Ob and determines that a predetermined abnormal state does not occur.
