The present invention relates to UV-blocking complex powder prepared by double-coating inorganic powder with an inorganic UV-blocking agent and an organic UV absorbent, and a UV-blocking cosmetic composition using the same. More specifically, the inorganic powder such as talc and sericite is firstly coated with UV scattering agents such as titanium dioxide and zinc oxide, secondly coated with organic UV absorbents such as ethylhexyl methoxycinnamate or butyl-methoxy benzoyl methane liposomes, and thirdly coated with triethoxycaprylysilane in order to complete the UV-blocking organic-inorganic complex powder. The UV-blocking organic-inorganic complex powder can effectively block UV rays in the UV-A and UV-B areas while collecting the organic UV absorbent which can cause irritation on the skin by using a process of producing liposomes.
