The present invention relates to a cosmetic composition containing a physiologically active substance encapsulated without using a surfactant and a method for producing the same.According to the present invention as described above, it is possible to provide a cosmetic composition containing no physiologically active substance encapsulated without using a surfactant or an emulsifier, thereby providing a cosmetic composition having no specific stickiness or odor such as a surfactant.
