This pharmaceutical formulation comprises a first formulation component and a second formulation component, wherein the first formulation component is a drug substance that consists only of an active ingredient and an arbitrary solvent, the active ingredient is any of a protein formulation component, nucleic acid formulation component, or vaccine formulation component, and the second formulation component includes at least one type of a formulation additive when the active ingredient is the protein formulation component or nucleic acid formulation component, includes at least one type of an adjuvant and/or the formulation additive when the active ingredient is the vaccine formulation component, and is used by being mixed with the first formulation component just before administration.
