PURPOSE: A wet forming makeup cosmetic composition and a method for manufacturing the same are provided to ensure forming stability and color maintenance. CONSTITUTION: A method for manufacturing a wet forming makeup cosmetic composition comprises: a step of dispersing 5-30 wt% of oil part, 1.0-10.0 wt% of silicon elastomer, and 70-94 wt% of powder part in 60-80 wt% of volatile solvent and forming a slurry phase； a step of filling the slurry phase in a dish and drying the slurry phase at 50-70 Deg. C. to remove the volatile solvent. The silicon elastomer contains hybrid silicon elastomer powder, silicon elastomer gel, or silicon elastomer gel and wax. The cosmetic composition is manufactured in the form of a makeup base, powder, foundation, concealer, or skin cover.습식 성형 메이크업 화장료 조성물 및 그 제조 방법이 제공된다. 상기 메이크업 화장료 조성물을 제조하는 방법은 오일부 5 내지 30.0 중량%, 실리콘 엘라스토머 성분 1.0 내지 10.0 중량%, 및 분체부 70 내지 94 중량%를 포함하는 조성물에 대하여 휘발성 용매를 상기 조성물 대비 60 내지 80 중량% 사용하여 상기 오일부, 상기 실리콘 엘라스토머 성분, 및 상기 분체부를 상기 휘발성 용매에 분산하여 슬러리상을 형성하는 단계, 상기 형성된 슬러리상을 성형 접시에 충진한 후 진공흡인하여 상기 휘발성 용매를 제거하는 단계, 및 상기 진공흡인된 슬러리상을 건조하여 상기 휘발성 용매를 제거하는 단계를 포함하는 것을 특징으로 한다.
