The present invention relates to a method for manufacturing a multilayered feather-based thermal insulation cover for a plastic house and an outlet adjusting device used for the same. Specifically, the present invention relates to a device which can manufacture a plastic house thermal insulation cover by using feathers and can selectively adjust a spreading range of the feathers according to a width of a non-woven fabric.
