A microneedle manufacturing method of the present invention includes: an optical vortex conversion step of converting a laser beam into optical vortex pulsed light having a helical polarization; a pointed structure forming step of forming a pointed structure on a workpiece to be processed by irradiation of the optical vortex pulsed light; and a pore forming step of forming a hole or pore in the pointed structure by irradiating the pointed structure with laser pulsed light. A spot size of the laser pulsed light is smaller than a spot size of the optical vortex pulsed light.
