PROBLEM TO BE SOLVED: To provide a measuring device of the inside of a scatterer for easily and quickly obtaining information on a measurement target present in the scatterer, and to provide a measurement method using the measuring device.SOLUTION: The measuring device of the inside of a scatterer for acquiring information on the measurement target in the scatterer includes an illumination means for applying light having different optical characteristics between the measurement target and the scatterer to the scatterer, a detection means for detecting the backscattering light of light applied by the illumination means as a two-dimensional image, and an analysis means for confirming the presence or absence of the measurement target in two-dimensional image data obtained by the detection means for obtaining position information including the depth of the measurement target in the scatterer from the distance between the illumination position on the two-dimensional image and a position where the measurement target has been confirmed.
