The present invention relates to a health monitoring system based on optical camera communication (OCC), and a method thereof which can be effective for monitoring health of patients and the disabled in hospitals, homes, and outdoor areas. According to an embodiment of the present invention, the health monitoring system based on OCC comprises: an OCC transmission device including a wearable module measuring health information data of a user, and a transmission module transmitting the health information data measured from the wearable module through a light source； and an OCC reception device including a demodulation module obtaining an image photographing the light source from an image sensor by using an OCC communication method to restore the health information data and a communication module transmitting the health information data to a health information server.본 발명의 일 실시예에 따른 광학 카메라 통신(Optical Camera Communication； OCC) 기반의 헬스 모니터링 시스템은, 사용자의 건강 정보 데이터를 측정하는 웨어러블 모듈과, 상기 웨어러블 모듈에서 측정된 상기 건강 정보 데이터를 광원을 통해 송신하는 송신 모듈을 포함하는 OCC 송신 장치, 및 OCC 통신 방식을 이용해 이미지 센서로부터 상기 광원을 촬영한 이미지를 획득하여 상기 건강 정보 데이터를 복원하는 복조 모듈과, 상기 건강 정보 데이터를 건강 정보 서버로 전송하는 통신 모듈을 포함하는 OCC 수신 장치를 포함한다.
