To provide a seedling transplanter in which a preliminary seedling loading device can load a lot of seedling boxes without deteriorating operability of the seedling box arranged at a lower stage.SOLUTION: A seedling transplanter including a seedling box feeding device (1a) and a seedling planting tool (1b) travels on a farm field while sequentially plating seedlings from the seedling box. The seedling transplanter with a seedling frame (T) to load seedlings for replenishment includes: right and left seedling frame support frames (2a, 2a) supporting the seedling frames (T)； a preliminary seedling loading device (2) having inner seedling loading tables (3) supporting the seedling frames (T) between the right and left seedling frame support frames (2a, 2a), and right and left outer seedling loading tables (4, 4) supporting the seedling frames (T) outside of the right and left seedling frame support frames (2a, 2a).
