A method including: carrying an air-permeable web (1) while holding a first surface ( 11 ) of the web ( 1 ) on a carrying surface ( 41 )； dispensing powder particles ( 3 ) onto a second surface ( 12 ) of the web ( 1 )； and while drawing a first air ( ±1 ) from a plurality of suction holes ( 40 ) in the carrying surface ( 41 ) through the web ( 1 ), thereby holding the powder particles ( 3 ) in a predetermined pattern on the second surface ( 12 ) of the web ( 1 ), discharging a second air ( ±2 ) toward the web ( 1 ) through a discharge hole ( 42 ) open in a non-suction area ( 4A ), whereby the powder particles ( 3 ) on non-suction areas ( 1A ) are blown away by the second air ( ±2 ), thus arranging the powder particles ( 3 ) in a predetermined pattern on the web ( 1 ).
