The control means (30) controls the variable transmission ratio mechanism (19). For example, the variable transmission ratio mechanism (19) uses a motor (40) to vary the transmission ratio, and the control means (30) controls a magnitude of current supplied to the motor to control the variable transmission ratio mechanism (19). The control means decreases a rate of contribution of I operation in feedback control over the variable transmission ratio mechanism (19) when the limiting mechanism (20) is operated as compared with a rate of contribution of I operation when the limiting mechanism (20) is not operated.
