PROBLEM TO BE SOLVED: To discover a percutaneous absorption promoter having an excellent action of promoting the percutaneous absorption of carbon dioxide, and blend it in a foamable skin external preparation, thus providing such a foamable skin external preparation that has an improved effect of making carbon dioxide adsorbed into skin and mucosa.SOLUTION: A foamable skin external preparation contains an acidic substance, a carbon dioxide generating substance that reacts with the acidic substance to generate carbon dioxide, and a carbon dioxide percutaneous absorption promoter.
