A tool and method are provided for enlarging the leading hole of the host material to accommodate the fixture. The preceding hole is enlarged by a rotary tool having a land located between the helical flute and the land. The vertical groove has a negative rake angle. The lands each have a working edge that cuts the host material as the rotating tool rotates in the cutting direction and compresses the host material as the rotating tool rotates in the densified direction. The main body of the rotary tool has a stopper portion blocking the hole when reaching a certain depth. When the tool is used with a cleaning fluid of a sufficient amount at or below the required depth, the water pressure rises in the preceding hole.
