The device prevents the surface of skin from suffering an injury during insertion, alleviates pain, and keeps the depth to which the needle is inserted into the skin uniform. The device includes a plurality of needles coated with an insulator except for sharp ends. A needle holding unit holds the needles. A drive unit directly or indirectly transmits a force to the needle holding unit, thus allowing the needles to be inserted into the skin. An electromagnetic wave transmitting unit is electrically connected to the needles and transmits electromagnetic waves to the needles.
