An insulation facing-surface of the jaw insulation portion is spaced apart from and faces to the distal treatment section in the state that the abutment portion abuts on the distal treatment section, and at least a part of the insulation facing-surface has a less spacing distance from the distal treatment section than any positions of an electrode facing-surface.
