Disclosed is a joint balancing insert having a starting mechanism for balancing the joint during joint surgery. The joint balancing insert includes a first plate, a second plate, and an actuator between the plates. The second plate includes an integral mounting that mounts a cutting block that is used to guide surgical cutting of the joint during joint surgery. Various structures of the integrated mounting portion can be mounted in the insert to prepare for mounting various types of cutting blocks such as a tibial cutting block, a femoral cutting block, and a distal femoral cutting block.
