The cutting wheel includes at least one cutting element disposed on an outer periphery of the cutting wheel. In the first position, the handle permits the cutting wheel to be mounted on the receiving post. In the second position, the cutting wheel is held in place with respect to the receiving post yet freely rotatable with respect to the receiving post.
