The present invention relates to a proliposome preparation method comprising the steps of: dissolving a sugar-based carrier in water to prepare a first solution dissolving a bioactive ingredient, a stabilizer and lipids in an organic solvent to prepare a second solution mixing the first solution and the second solution to a uniform consistency condensation-stirring the mixed solution and freeze-drying the condensation-stirred mixed solution. The proliposome preparation method according to the present invention can significantly reduce the amount of excipients compared to conventional proliposomes by using condensation-stirring, and thus can prepare pharmaceutical compositions having increased contents of bioactive ingredients.
