An emulsion comprises a perfluorocarbon compound perfluorodecalin and a perfluorocarbon additive and phospholipids in the form of liposomes (vesicles) prepared by homogenization under pressure in an aqueous saline medium. The perfluorocarbon additive is a mixture of perfluorinated products perfluorooctyl bromide and perfluorotripropylamine, and the liposomes (vesicles) contain natural oils as an adjuvant. A method for producing the emulsion comprises producing liposomes (vesicles) by homogenization under a pressure of 60 - 120 atm in an aqueous saline medium followed by hot sterilization, homogenizing said perfluorocarbon compounds under pressure in a liposomal form (vesicles) of phospholipids and performing hot sterilization of the prepared emulsion. The emulsion is intended for improving blood oxygen delivery during the treatment of hypoxic conditions, and for preserving isolated perfused organs and tissues. In accordance with the present invention, the stability of the emulsion is increased while particle structures are preserved, which allows an improvement in the quality of the emulsion and the preservation of biocompatibility with a biological medium (blood, plasma, serum and blood substitutes).
