PROBLEM TO BE SOLVED: To provide a method of manufacturing a functional particle-holding sheet, by which the functional particle-holding sheet having gap parts without the presence of functional particles at fixed intervals can be manufactured regardless of the lamination amount of the functional particles, by a simple manufacturing step and inexpensively.SOLUTION: In a state in which a plurality of mask bars 32 extending in parallel are installed onto a first nonwoven fabric sheet 31, the functional particles 34 to which a binder in a fine shape is attached are spread on the first nonwoven fabric sheet 31. Then, a second nonwoven fabric sheet 36 is installed so as to cover the layer of the functional particles 34.
