PURPOSE: A composition for preventing, controlling, and treating fish diseases, a producing method thereof, and a soil conditioner using the composition are provided to use natural ingredients to obtain the composition. CONSTITUTION: A producing method of a composition for preventing, controlling, and treating fish diseases comprises the following steps: mixing 1-2g of leaf mold and 45-55ml of water with 10ml of saline solution, and removing suspended materials from the upper side of the mixture； obtaining suspension from the mixture, diluting the suspension with the saline solution in a ratio of 1:10, and repeatedly diluting the suspension with the saline solution for 2-4 more times； mixing 1-2g of rice bran powder, 0.1-0.2g of salicornia herbacea powder, and 250-350ml of distilled water for 1ml of suspension； culturing the mixture at room temperature using a bubble generator for separating single strains； cultivating each single strain in an agar medium and a blood medium at 25-35 deg C； subculturing the single strains 3-4 times for separating spawns； mixing 500-700cc of obtained spawns, 250-350kg of salicornia herbacea, and 100-200kg of shiitake powder with 1t of edible underground water； firstly culturing the mixture for 2-4 months using the bubble generator； secondly culturing the mixture after adding artemisia capillaries, spring onion, ginger, and garlic for 1-2 months； and aging the cultured liquid for 1-2 months.본 발명의 함초, 미강, 인진, 표고, 파, 마늘, 생강을 이용한 동식물 및 어류 질병 예방 및 방제, 치료에 관한 조성물 제조방법 및 이를 이용한 조성물 및 토양 개량제는 부엽토 1~2g과 물 45~55ml를 생리식염수 10ml에 현탁(懸濁)한 후 상층분에 부유물을 제거하는 현탁하고, 상기 현탁한 혼합물에서 상층액을 취해서 생리식염수로 1:10로 희석한 후 다시 2~4회 반복 희석하고, 상기 희석단계를 거친 최종 희석액 1ml를 기준으로 미강분말 1~2g, 함초 분말 0.1~0.2g, 증류수 250~350ml를 포함하여 넣고 기포 발생장치를 하여 상온에서 배양하여 각기 단일균주를 분리하여 분리된 균주를 영양 한천배지와 혈액배지를 이용하여 각각 25~35℃에서 일주일간 배양하여 단일균주가 나타나면 3~4회 정도 계대배양(subculture, 繼代培養)하여 분리하는 종균배양하고, 식용가능한 지하수 1t 을 기준으로 상기에서 추출한 미생물 종균 500~700cc와 함초 250~350kg, 표고버섯 분말 100~200kg을 혼합하여 넣고 기포기를 가동하여 산소공급을 하여 2~4개월
