PROBLEM TO BE SOLVED: To provide a stable and bright image without lowering a resolution even if the light intensity of a lighting is restricted.SOLUTION: An image signal from an image pickup element 15 and an image signal to which a pixel adding processing is performed are input in an image selector 18 respectively. The brightness of the image of an image signal of an upstream signal processing unit 19 is determined. When the brightness is determined to be dark and it is determined not to be adjustable by the light quantity of a lamp 27, an aperture 32 and a shutter speed of the image pickup element 15, an input of the image selector 18 is switched from a direct input to an input from a pixel addition processing unit 17. Then, a super-resolution processing unit 23 performs a super-resolution processing of the image signal to which the pixel addition processing has been performed to restore the resolution.
