PROBLEM TO BE SOLVED: To provide a biometric measurement device capable of acquiring information about peripheral circulation resistance by a simple measurement system, and a biometric measurement method.SOLUTION: According to one embodiment, a biometric measurement device includes a measurement part, an evaluation value acquisition part, and an output part. The measurement part measures pulse waves of a person to be measured. The evaluation value acquisition part acquires an evaluation value showing heat radiation activity of the person to be measured on the basis of a first index value based on an amplitude value of speed pulse waves which time differentiates the pulse waves and a second index value correlated with a reference level of pulse waves per pulse.
