The conductive needle has a longitudinal-axis direction and a transverse-axis direction perpendicular to the longitudinal-axis direction. The insulating layer surrounds the conductive needle, and the insulating layer has a first opening. The conductive sleeve surrounds the insulating layer, and the conductive sleeve has a second opening. The insulating sleeve surrounds the conductive sleeve. When the bipolar electrode probe works, along the longitudinal-axis direction, a front end of the conductive needle toward the conductive sleeve form a longitudinal-electrical field.
