PROBLEM TO BE SOLVED: To predict a change in cognitive ability of a user and perform user management more appropriately.SOLUTION: Learning data is created beforehand, and is stored in learning data accumulation means 4. In this state, heartbeat interval data on an object user is received from data input means 2 in a time-series manner, and an HRV feature amount is calculated from the heartbeat interval data for each predetermined time section. Successively, an HRV change amount based on the HRV feature amount calculated for each time section is calculated. Then, the learning data stored in the learning data accumulation means 4 is referred to, and a future change amount of the cognitive ability of the object user is predicted based on the calculated HRV feature amount and the HRV change amount.
