PROBLEM TO BE SOLVED: To obtain a hair dye composition excellent in hair decoloring and dyeing, having excellent decoloring power, uniformly dyeing the hair to have color of brilliance and good hue, low in pungent odor and irritation to the scalp and excellent in hair conditioning effect.SOLUTION: This hair dye composition is applied by mixing a first agent containing an alkali agent and a second agent containing an oxidizer and comprises following ingredients (A) to (E): (A) 1-70 wt.% organic solvent having 0.3-6 octanol-water-distribution coefficient (logP) at 25°C and having &le200 molecular weight, (B) 0.01-10 wt.% cationic surfactant, (C) 20-70 wt.% water, (D) 0.1-10 wt.% alkali agent, (E) 0.1-12 wt.% oxidizer expressed in terms of hydrogen peroxide, wherein the ingredient (D) contains 0.01-3 wt.% ammonia based on the whole composition and pH is 7.5-12.
