A non-aqueous, non-aerosol foamable composition is provided that includes at least 40 wt % alcohol, based upon the total weight of the alcoholic composition a foaming surfactant and a skin benefit agent selected from the group consisting of emollients, humectants, occlusive agents, and other moisturizers to provide moisturization, skin softening, skin barrier maintenance, anti-irritation, or other skin health benefits.
