PROBLEM TO BE SOLVED: To provide a black-bulb heat stroke checker which gives consideration to a users momentum and an influence of radiant heat and which enables the degree of risk to be intuitively grasped from one operation value, and a terminal unit.SOLUTION: A wet-bulb globe temperature operation means 31 carries out an operation on the basis of an air temperature T, a relative humidity Th and a globe temperature Tg to compute a wet-bulb globe temperature giving consideration to the influence of radiant heat. Furthermore, a corrected wet-bulb globe temperature operation means 33 corrects the wet-bulb globe temperature on the basis of a momentum acquired by a momentum automatic-acquisition means 32, to determine a corrected wet-bulb globe temperature. The corrected wet-bulb globe temperature determined thereby reflects the influence of the momentum. A reference value when it is determined whether or not a hazardous condition is indicated is set as a fixed value to make it unnecessary to vary the reference value depending on the momentum.
