PROBLEM TO BE SOLVED: To provide a ground leveling device capable of preventing ground-leveling width from decreasing as component members of a ground-leveling rotor overlap, because the component members resist wear even if used over a long period of time.SOLUTION: Ground-leveling plates 5 are arranged at predetermined intervals on the rotating outer peripheral portion of a disk plate 4 having at its center both a boss hole 2 through which a rotor shaft 1 is passed and a rotor boss 3 thereof. The ground-leveling plate 5 is formed to protrude horizontally outwards so as to be wider than the width of the rotor boss 3 and the thickness of the disk plate 4. A rib 6 which protrudes by an appropriate thickness at the position of a lateral end on the back side with respect to the direction of rotation is formed, and the center portion of the horizontal width of the ground-leveling plate 5 is secured to the outer peripheral edge 7 of the disk plate 4, to form a unit ground-leveling rotor 8. A plurality of unit ground-leveling rotors 8 are mounted along the direction of the rotor shaft 1.
