A surgical cutting instrument comprising a first tubular member, a second tubular member, a sleeve member, a third tubular member, and an orienting member. The distal portion of the first tubular member includes a cutting tip. The distal region of the second tubular member forms a cutting window. The first elongate member is coaxially disposed within the second tubular member such that the cutting tip is selectively exposed at the cutting window. The first tubular member and the second tubular member are coaxially disposed within the sleeve member. The third tubular member is coaxially disposed around the intermediate portion of the first tubular member, the intermediate region of the second tubular member, and the sleeve member.
